Answer the following question set in a 2page essay, double-spaced, 1” margins and size 12 font. Properly cite all references and quotes.

1. What is a “state”? Who said that the state is simply a means of “organized domination,” and why does he/she think that to be the case? Why would anyone bother to obey, or even ‘pledge allegiance,’ to such a state?

2. Nigro & Richardson (1987, 157) state that “the ‘proper’ place and function of public administration in the United States” is to develop “those citizen traits the Founders saw as the ‘bedrock’ of the American regime.” First, what are these “citizen traits”? Second, why would politicians and public administrators do the things Nigro & Richardson outline in order to develop those traits (i.e. what’s in it for them)?

3. What are ‘informal’ institutions? In what ways are they similar to, and in what ways are they different from, ‘formal’ institutions? Where do you see informal institutions guiding behavior – yours and/or others’ – in your own life?
