My definition of strategic planning is making decisions on allocating resources or implementation of a strategy. This involves setting goals, determining actions to achieve the goals, and mobilizing resources to execute the steps. A strategy describes how the ends (goals) will be completed by the means (resources).

Strategic planning is essential to criminal justice organizations for many reasons. Strategic planning is vital to an organization because it provides a sense of direction and outlines measurable goals. Strategic planning is a tool that is useful for guiding day-to-day decisions and also for evaluating progress and changing approaches when moving forward. To make the most of strategic planning, criminal justice organizations should give careful thought to the strategic objectives it outlines, and then back up these goals with realistic, thoroughly researched, quantifiable benchmarks for evaluating results.

Organizations must have knowledge management when implementing strategic planning. These are some steps to knowledge management strategic planning. According to Lemons D. (2018), establishing organizational goals and strategic objectives, identify knowledge management strategies that support your goals and objectives, identify knowledge management priorities for each strategy, and confirm the scope for each plan, identify the roles needed and skills requirements for those roles, measures and expectations and assess critical success factors, gaps, and potential risks.

Three of the most important benefits gained from strategic planning is risk identification and better control. Strategic planning helps organizations to identify risks. When risks are identified, they can be managed. Better control strategic planning forces management to set targets, which then can be used to help management control. However, consistency helps strategic planning, short term, medium term, and long term goals could be inconsistent.
