Imagine that you are the Planning Commission Director of Orange County and the County Administrator asks you to develop a memorandum to justify the new strategic plan for the County Commissioners. Outline your rationale using the textbook’s strategic change cycle model, located in Chapter 2, Figure 2.1. In a memorandum, demonstrate how the plan will address mandates and prioritize strategic issues. Who would you identify as key stakeholders for the initial agreement? How does strategic planning affect the viability of government services within your community?
