Discussion: Reaching Agreements

In order to fully participate in this discussion, read Chapters 3 and 4 in your textbook as well as the article Perspectives on Strategic Planning in the Public Sector . The police department has come under increasing criticism over its policing strategy in the community. The city manager has charged you with the task of developing a strategy to bring about the culture change necessary to meet citizen expectations. As the police chief, who do you reach out to within the organization and/or the community to develop an agreement for the planning process to make it successful? How do you clarify expectations of the stakeholders?
