Describe the circumstances of the policy or practice or incident that brought the issue forward.
Explain any perceived fault of the police agency and the basis for the fault (for example, constitutional violations, safety issues, et cetera).
Determine what you would do if you were chief of police to correct any wrong doings if you think they exist.
